More options for renting out rooms?


Outgoing Minister of Housing Mona Keijzer (BBB) has submitted a bill for consultation from July 2, 2025, to August 26, 2025. The bill aims to offer homeowners more options for renting out rooms. This is also known as “hospita rental” and only applies if the landlord also lives in the property.

The minister has proposed extending the maximum duration of temporary rental contracts for rooms rented from a hospita from one to five years.

In addition, she wants to set the probationary period at nine months and offer the option of terminating the contract in the first month if the tenant is not satisfactory. This proposal is intended to offer both landlords and tenants more certainty and make it more attractive for people to rent out a room, for example to students. Currently, landlords can rent out rooms for a maximum of one year, with a notice period of three months.

After one year, the tenant automatically receives a fixed-term lease. The bill introduces three special grounds for termination that can only be used in the case of subletting, where the tenant has no rent protection. These measures are intended to give landlords more flexibility in terminating the lease in specific situations. With the proposed changes, the minister hopes that more people will be willing to rent out a room, which could help alleviate the housing shortage.
